Frances Fuller Chartier was a longtime ARMA member, very active at the local, regional, and international level. This regional fund honoring her was established as a tribute by a donation from the Houston Chapter at the time of her death in 1996. Frances was an amazing woman, a true mentor who believed very strongly in lending a helping hand whenever possible. The fund allows the region to continue the tradition Frances began by assisting others in the region by providing new or financially impaired/challenged SW Region chapters with funds when needed.
Outside of those who knew her personally, Frances may best be remembered for her efforts on behalf of the Paperwork Reduction Act. She worked tirelessly and diligently to get the bill passed, even testifying before congress on its behalf, and was present in the Oval Office when it was signed into law. She set the standard for the ARMA International Legislative and Regulatory Affairs Committee that she helped to establish and chaired for many years. She was also a prolific speaker and a tireless advocate for the records management profession.
Frances truly believed that each of us has an obligation to give back to ARMA and to our profession, sharing what we know and helping others to be the best they could be. That spirit and legacy will be kept alive through this regional fund.
